Devils Lake Ice Fishing Guide

By Scott Wilder

Short answer: Devils Lake in north-central North Dakota is a hardwater walleye, perch and pike lake, and the season is open all year. ND Game and Fish says the 2026 walleye population "continues to do well," with 15 to 20 inch fish above average. It says perch are low and fishing will be slower than usual, with a rebound expected from 2027. Pike are a little below average, mostly 20 to 32 inches. The daily limits are 5 walleye, 20 perch and 5 pike. You can run up to four poles on the ice. Game and Fish ice minimums start at 4 inches of good ice on foot, 6 for a snowmobile or ATV, and 8 to 12 for a car or small pickup.

No ice is ever 100% safe. Check it yourself.

That is the summary. Below are the fish, the rules, how access works, and how to size up the ice. This is a planning guide, not a conditions report. We give no freeze-up date and no current thickness. Check Iceline live conditions, local reports, then your own auger.

Species on Devils Lake

All of this comes from the Game and Fish 2026 fishing waters outlook. These are fish reports, not ice reports.

  • Walleye. Reproduction has generally been good in recent years, with many fish under about 18 inches. The 15 to 20 inch class is above average, so there are quality fish to catch. Expect a lot of smaller walleye.
  • Yellow perch. Catchable-size perch are low. Anglers should expect slower perch fishing than usual in 2026. Perch reproduction looked good in 2025, so Game and Fish expects more perch starting in 2027.
  • Northern pike. Pike are found throughout the lake, mostly in shallower areas. Numbers are a little below average. Most are 20 to 32 inches, and trophy fish are available.
  • White bass. Numbers are above average, mostly 14 to 16 inches. The agency's older winter outlook (2019) says white bass are not a traditional ice target because they do not bite well in winter.

Stump Lake, in the same system, has walleye the outlook says are doing very well. Perch there are relatively abundant, but many will be about 8 inches, and fishing for large perch will likely be slower.

Limits and rules from ND Game and Fish

Source: the 2026-28 North Dakota Fishing Guide. Check the current edition before you keep fish.

Item Rule
Walleye 5 daily, 10 in possession
Northern pike 5 daily, 10 in possession
Yellow perch 20 daily, 40 in possession
White bass 30 daily, 60 in possession
Size limits The guide lists the only size restrictions in the state. Devils Lake is not among them
License Anyone 16 and older needs a fishing license. Licenses run April 1 to March 31
Poles Up to four on the ice, each within 150 feet of the angler. A tip-up counts as one pole
Holes No limit on hole size. A hole wider than 10 inches must be marked with a natural object or a bright lath, visible from 150 feet

Darkhouse spearfishing is legal from Nov. 15 through March 15. On the Devils Lake complex south of U.S. Highway 2, walleye are legal to spear along with pike and nongame fish. Elsewhere on the lake, pike and nongame fish only. Registration is no longer required.

Sleeper house and shelter rules

  • Fish houses do not need a license. An unoccupied house needs an equipment registration number from Game and Fish, or your name and an address or phone number, in letters at least 3 inches high on the outside.
  • A house or camper used as a fish house must be built of material that floats and can be removed from the ice at any time.
  • A house in use must be open for inspection at all times.
  • Keep 50 feet from the next house unless the other occupant agrees. Keep holes 10 feet from a house unless the occupant agrees.
  • Unoccupied houses must be off all waters starting March 15 until ice-out. On federal, Corps, Bureau of Reclamation and state land, none may be left after March 15.

An unmarked house can be removed or destroyed by the Department, and the owner faces a class 2 noncriminal offense.

Access and ice roads

Devils Lake is big, so access depends on where you go in and what the snow is doing. Here is what we could source.

  • The Game and Fish guide lists 12 public boating access sites in the Devils Lake Basin, from Minnewaukan to Stump Lake. They are built for boats, but they show where public ground meets the water. Examples include East Bay, Creel Bay, Henegar Landing, Schwab Landing and Estenson Landing.
  • The Devils Lake tourism site says snow decides how you can travel. In heavy drifts, reaching fishing spots may take an ATV. It says the lake maps mark access points and local bait shops can tell you the snow and drivability.
  • The same site says guides provide gear, tackle, electronics, transportation and shelters, and that guides are often hired to show newcomers the ropes. Its DIY tips say to consider hiring a guide for the first day.

We found no official list of plowed roads or ice roads, and no official source on which ones are open. Roads on the ice are set up by people on the ground and change by the week. Ask locally, and do not treat a plowed road as proof of good ice. Game and Fish says traveling in a vehicle early or late in the season is an "accident waiting to happen," and not to drive across ice at night or when it is snowing.

Rising lake level and access

Devils Lake sits in a closed basin and its level has moved a lot. The USGS describes the Devils Lake Basin as a closed subbasin and says the lake is characterized by large fluctuations in elevation. The Game and Fish fishing guide says that depending on runoff and lake levels, some boat ramps may be marginal or unusable.

We found no official source that says how a given lake level changes ice access in winter. What follows is not a sourced fact, just caution: when the shoreline moves, old access points and old maps can be wrong. Game and Fish says to beware of ice around partially submerged objects such as trees, brush and embankments, and says ice does not form as quickly in shallow water. Treat anything that was once land as thin until you have drilled it.

Ice thickness minimums

From the ND Game and Fish rule of thumb for good ice:

  • 2 inches: stay off.
  • 4 inches: a person walking.
  • 6 inches: snowmobile or ATV.
  • 8 to 12 inches: car or small pickup.
  • 12 to 15 inches: medium pickup.

Look for clear blue ice. New ice is stronger than old ice. Ice thickness is not consistent across a lake. Snow acts like a blanket and can hide cracks, weak spots and open water. Daily temperature swings make cracks and pressure ridges. Drill test holes or use a chisel as you go.

A tourism bureau report from December 2021 said upwards of 6 inches of solid ice on the main basin. That was one year. It says nothing about this one.

No ice is ever 100% safe. Check it yourself.

Safety kit and falling in

Carry a chisel, ice picks or screwdrivers, and a phone, per Game and Fish. If you fall in, turn toward the way you came. Kick your feet and pull with the picks. Roll away from the weak ice. Do not stand up. If a friend falls in, do not run out to them. Reach with a pole, board or rope, or throw something that floats.

No ice is ever 100% safe. Check it yourself.

FAQ

What fish can you catch ice fishing on Devils Lake?

Walleye, yellow perch, northern pike and white bass. Game and Fish's 2026 outlook rates walleye as doing well, perch as low, and pike as a little below average.

What are the limits on Devils Lake?

Per the 2026-28 fishing guide: 5 walleye daily (10 in possession), 5 pike daily (10), and 20 perch daily (40). Check the current guide before you go.

Is Devils Lake open for fishing all year?

Yes. The Devils Lake tourism site says the walleye season is open 365 days a year and that seasons are open year-round. Check the current Game and Fish guide for changes.

How thick does the ice need to be?

ND Game and Fish says 4 inches of good ice on foot, 6 inches for a snowmobile or ATV, and 8 to 12 inches for a car or small pickup. At 2 inches, stay off. Thickness changes across the lake.

When do sleeper houses have to come off?
